Objective and scope of application

This Directive lays down common rules relating to:
— the provision of a universal postal service within the Community;
— the criteria defining the services that may be included in the sector reserved for universal service providers and the conditions relating to the provision of non-reserved services; 1) OJ L 95, 21. 4. 1993, p. 29.
— the principles of pricing and accounting transparency for the provision of universal service;
— the determination of quality standards for the provision of universal service and the establishment of a system to ensure compliance with these standards;
— the harmonization of technical standards;
— the creation of independent national regulatory authorities
