Area of ​​application

1. This Directive shall apply to all packaging placed on the market in the Community and to all packaging waste, whether used or produced in industry, commerce, offices, business establishments, services, households or elsewhere, regardless of the materials used.

2. This Directive shall apply without prejudice to existing quality requirements for packaging, such as
those relating to the safety, health protection and hygiene of packaged products, and without prejudice to current transport requirements and the provisions of the
Council Directive 91/689/EEC of 12 December 1991 on hazardous waste ( 2 ).
